Spread Chance - This decides the chance for a fire to spread every time we check if it should spread. Spread Range - How far from the original flame can the fire go. Neighbourhood Policing at its best We enjoyed sitting on a gang turf, fucking around and roleplaying without it leading into a massive gunfight over fragile egos or being robbed for all my things.   5. Gangs have too many members who are made to do legit jobs like mining raw materials. Mining and other production jobs are worthless because selling a product at gang prices for a legit company is criminal... they expect you to work your ass off for well below minimum wage. The effects of this limit legit businesses from being able to hire people to work for them, make money and get great RP. Why should gangs get millions of pounds daily and use their minions to work for free as part of gang duties while those going a different RP route can't even sell a product without being taken advantage of. Let me know your thoughts please.

  6. Every single situation I have been in, big bank, life invader, even the small fleeca banks back in the day. Its the same old "We HaVE a HOsTagE, We wAnT No NpAs, nO SpIKeTriPs, NoOnE ChASe Us" To add to that, the amount of times we've allowed the boring criminals with the same hostage script flee with a car chase is more than us breaching. I am a firearms officer, to see firearms as a whole are forcing gunfights and hoping for a gunfight is downright wrong. Everyone knows me for trying to remove pistols from CID, Response and RPU but won't happen due to criminals running around like a militia. I prefer realism over arcade games and shooting every single crim feels like Call of Duty which isn't something I am here for. A lot of the people who play FiveM nowadays, never seen the old days of the HM Treasury robbery on ArmA, a lot of people introduced a lot of good roleplay...yes some gangs had a hostage and wanted this and that but others much like Triads did when they were first created as creating extensive and formal documents, played dress up and did a roleplay Humane Labs and it was great fun, they got away with it most of the time. Please just don't come onto these forums complaining about police not valuing hostages or breaching constantly and that you think it's poor roleplay, look at yourself in the mirror and see what you're roleplay is for others from an outside perspective and try to be better and I'm sure you'll get a lot of police playing ball with you. Am I still the only one that thinks getting deleted messages that you sent a month prior is not a bit too strong for cops and stuff to have with the state the server is in, we literally cant hide anything from cops at all as criminals, I know people are gonna say "Well cops can do that in real life" yea that's true but there is also a thing called burner phones, Now they have drones a long with NPAS and NPAS 99 and an arsenal of weapons and literally cars that literally don't go under 120mph, I know the community is screaming for Banks and House robbery's, I literally don't want it for the fact is your always gonna be at a disadvantage and literally need to be Lewis Hamilton to outrun the police and everyone is afraid to use there own vehicle because of scrappage. now I'm not shitting on anyone or any dev's or staff members cause obviously everything takes time especially when you do it for free, but as criminals There is not much we can as criminal RP, Cant rob cops Guns Break, Cant Rob normal people cause you will get 720 month sentence, cant RP Life invader cause CT's with breach with Mk2's and give you 720 month sentence and ruin your evening for 2-3 hours, most of us not me cause I have loads of time I'm on hands come home from work after a long day and cant do some criminal stuff for the fact they might end up in jail for 3 hours and only be on the server for 20 minutes, any OCG's do anything There open to investigation and getting Wiped for any petty crimes they commit, Things need to change for criminals as whole Yea they need to RP better, but so does cops, Driving into gang turfs blasting music from there mic and annoying them is also a rule break and goes under G3.3 Hot Mic, But no one ever says anything. This is just my opinion and might not make a difference but better saying something than nothing. As I said nothing towards anyone just a humble opinion.

If I recall correctly there was a massive public outcry and uproar at the use and frequency of Police Tactical Contact towards fleeing suspects, stating that the Police are too OP for using it for minor offences and so forth. Well over the last couple of weeks I've noticed a MASSIVE increase in fleeing suspects 'dunking' their cars, either by the docks or from the pier, this is so frustrating from the Police perspective as not only is it just a waste of a pursuit, but it also ruins the potential for masses of RP! I feel that criminals now, literally just want to go around robbing shops, dumping people etc and then if they get a chase its as though they can't be bothered with any RP, as though its a chore and boom all I hear over the radio is 'they're going for the pier' or 'they're in the water'. Then if we do manage to successfully pull off TC on the pier to prevent them from going into the water they cry because we 'shouldn't have'. This practice is starting to get more and more frequent and its just preventing great things coming from RP scenarios within the city. Just wanted to get some frustration out by ranting this, but it would be interesting to know what other people, both cops and crims think of this, and maybe someone who has done it to find their reasoning as there might be something more than what I'm seeing.

Situation on about is this absolute class act by @adaco , @Jordanand Co In this situation they gad hostages yes. But they demanded that "Police will not follow and npas must land otherwise we will shoot other people as fleeing" Now this was seen as 3 hostages lives in a confined space is easier to save then them potentially shooting people ina pillbox drive by or bean machine etc. So of course police raided to protect the hostage. as police where not going to ignore criminals making off with money and guns that in the end they didnt have they lied. Its a case of think sensible. think about what you say. And police may have no reason to breach

It is a game, In IRL i dont work for the police OR NHS or a criminal on the game my characters ARE. you can have realistic elements in a game but the end story is its a game that people play on to have FUN not work. Police policy DOES NOT EQUAL server rules. Police policies can be broken, Hell i know many people who do and thats why their is Corruption. The police policy says one thing but a shit cop may break that rule or choose to ignore it. Hence the RP chances such as sue in court. 2nd point i agree and understand where you are coming from, I personally hate that mentality. the rest of you points are focused on RP quality which ive said before is shit on the server at times but it is what it is. End of the day breaching tactic is designed to end a situation when it needs ending for whatever reason (Good OR bad) For me personally though this just shows the simple part of this discussion: - Crims want to win - Police want to win Nobody wants to RP and want to keep the hostage tactic and expect invincibility. End of the day RP more / Stop bitching 24/7 / Come up with new ideas rather then the repetitive hostage takings and got a complaint deal with it either ingame through courts or OOC through polcom.

  20. I mean, you say it was the least likely, but it happens 9/10 times. Just have some fun with a chase. You don't have to win every situation x To put my 2p on this situation into the mix, I personally believe that even if there is an 'opportunity to breach' because ONE door is not being held, police shouldn't try for this "sneak attack" they are so hungry for. Just allow for the roleplay more often. If there is a valid reason to breach, fair enough. For example if they are saying "we are gonna kill the hostage in 5, 4, 3. or you hear a stab or gunshot. But I don't see a reason to ruin someones roleplay because they dont have 4 people there, instead have 2. You are basically saying that you want people to overpower the police. I once heard Connor say at the big bank that he "reckons he can outfire their pistols with his smg" and that they were going to breach. He KNEW that it would end in a gunfight, yet still did it. The mentality is WIN WIN WIN at the moment, whereas criminals should win situations sometimes. You know you can still win if you beat them in a chase, right? That would make it fun for all parties.

  23. I am trying to organize a fight night which if positively recieved will happen once a month. If everything goes right i am aiming to do it this sunday evening after the sandstorm at 8. There will be price money (currently 100,000) for the winner of the night! I am working on getting a paramedic as well to look after the fighters. If anybody wants to help that would be greatly appreciated! I will put this on tweedle as well.

For perspective the situation mentioned, comprised of 2 hostage takers, with one upstaits with the hostage, one at the door negotiating. all 3 doors where unlocked, 2 unguarded withe the negotiator stood right up at the door leaving the staircase exposed. No real rp was given other than we have hostage we ant free passage blah blah. If someone puts the minimum into a situation they cant expect a desireable result. At the end of a day criminals who want to succeed should be thinking how their roleplay and tactics can be used to improve chances of success. Most situations such as banks or similar where good rp is provided ends with the robbers exiting the bank, similarly good planning has resulted in the same. This idea of a win mentality is just so naive, we are a police force, we have objectives and goals that of course are aimed to be achieved, similarly gangs have their objectives that they aim to complete. If good roleplay is provided, the police will often put a side objectives to reward the RP but the idea criminals should be given an easy path to "win" through the bare minimum is crazy. It's not asif police are some almighty overpowered entity that cannot be beaten unless we allow it. As for the idea that firearms just want and look to instigate firefights, you seriously need to look at how firefights actually are for police. Does anyone actually think it is fun to fight in a gunfight where we are stuck shooting on foot, whilst the gangs drive round in super cars with armoured backs, shooting at you when you cant hit them, wearing armoured helmets that tank multiple headshots and gang members running around without a gun in their hands only to pull it out and shoot you where if you had shot them you get a court case. Or running into a building with many tight angles, hiding spots etc. I can assure you this is not fun! If firefights happened in the streets on foot more often then I would be inclined to agree that firearms may want a gunfight in some circumstances, same as it was on Arma. Also this idea of meta google docs just shows a lot of peoples mindsets - how can i do the bare minimum to get what i want. There is not meta RP, go into a situation and do some talking, it doesn't have to be an elaborate bugster style heist, and it doesn't have to have google docs. A who what how why when style thinking will do wonders. If you really want to go the extra mile you can think about how you can make it a new and exciting situation for everyone. Put some effort into what your doing and see what happens, then start to make these accusations if the same happens. Police, in this case firearms have to put so much effort into what they are doing and it can be draining when we get nothing back other than complaints because it didnt go the criminals way. Before you cast your judgement on others RP, look to your own first to see if its much better, then we wouldn't have all these complaints about the "state of rp" on the server.

  29. I have to respectfully disagree. The "it's a game" argument is older than any of this and sadly its been used too often. People will cite pieces of legislation to back their argument since time immemorial. The police nterview that people go through ON THIS SERVER actually says that to protect human life is the first priority. Just because you individually have different interpretations on how that is achieved does not mean it is an irrefutable fact. If the police don't do this then they're literally just another gang. Sorry if you disagree but it really is just that simple.

  30. Hate to say this and burst everyone bubble but its a game. Referencing IRL stuff is irrelevant due to the simple fact Its a game and as such we are restricted compared to IRL [I.e. police cannot do hours sieges which could be done IRL / People have to RP before shooting / You can kill someone and their bodies disappear] In addition to this something people keep forgetting when mentioning "Police have to value hostage lives" is the fact theirs no rule against it, Police are people and funny enough people can fuck up OR people may want to RP their police character as a shit cop (cough cough bowen) and The idea of breaching is to end a situation that needs ending, This can be a result of a wide range of circumstance's but again as i mentioned before its a game and every situation is unique: Different command, Different circumstances, Different Training, etc. Am not going to say all breaches are perfect / appropriate at times but If you(The hostage) are upset regarding it there's a court system in place where for whatever reason a hostage could sue stating police put them in unreasonable amount of danger without reason (Just an RP solution) OR better yet contact police command regarding it. For me personally (And feel free to disagree) this is police solving the problem that every situation involves hostages and because of this police has developed around this to deal with it (Anyone who patrolled with me know that when their was a life invader i used to say it going to be a hostage situation and demands are safe passage and no spike strips and funny enough the majority of the time i would be right to the point where i just stopped responding to them) Maybe try an rp robbery it might work depending on the officer(s) who responds. Long story short, Police and hostages is not as "Simple" as what people think / People really need to stop referencing IRL examples for the specific reason being its irrelevant due to this being a game not IRL / if you got a complaint use the courts or contact police command and high chance this is a result after every situation now involves a hostage (Which is because a completely different problem)

If people want to just grind money doing taxi or mechanic then they're not the kind of people you want working at legit companies as they will just provide minimum RP there in order to make some money. People can provide good RP in the taxi and mechanic roles if they want to but its up to the individual, and all problems you're experiencing with these jobs have solutions then you just personally need to implement.

In terms of your comment about gangs - no i dont think there is a problem. I think it is the perception of the problem that is the issue. You need to focus on a specific area of the economy and build your brand to that effect. You should be looking at who your suppliers are, who your customers are and who works for you/what overheads you have. Gangs are not the only customers, far from it. There are plenty of shops which supply various items to the denizens/citizens of Los Santos, you just need to identify the market and undercut the competition. The economy works fine as it is, market forces set the rate, there is no minimum wage. There is only the opportunity cost - the cost of doing this particular activity vice doing another one. Some elements of the economy could do with a tweak yes, and some are underutilised but thats not the point of this thread. Just because gang members own shops does not mean that they are criminals. Lots of people own lots of things and there is a lot of room to break into a specific market. You just need to understand that you need to put some effort in and people will reward you for your time. I spend most of my in game time now negotiating deals with suppliers to buy and sell raw and manufactured materials and making a small profit. Could I make more focusing entirely on one activity, yes I could but I enjoy the human interaction even if I dont always turn a profit. It entirely depends on what you want to achieve with the play time you have. Dont hate the game, learn to play it.

Yhe i agree the situations that are shown are reasonable breachs the issue is we are not complaining about these situations we are complaining about the situations where the hostage isn't in real immediate threat like the embassy one and the requests made are not unreasonable like the last clip shown by chilli because most of the times the max people ask for is free passage for some small distance, no spikes and no Npas but they wont ask for police not to follow completly since it doesnt make sense.

  40. This is very situational, and does depend on the officers and whats going on. From my experience, the decision to breach is usually only made with the genuine thought that the hostage will be safe, obviously its a game, doesn't always work out that way, but if you take the steps to make tactical options during negotiations extremely difficult then a breach wont happen. I have seen people complain that we have breached when they are holding a hostage at life invader that had 1 person at the fornt door negotiating and one upstairs with the hostage, both with knives. We snuck in from the back and crouched towards the stairs and we where seen and exposed by the guy at the front door who had seen us through third person. We quickly headed up the stairs and pointed guns at the hostage taker, creating a standoff which was swiftly ended as the hostage taker stabbed the hostage. If the hostage takers had ziptied doors or even had one other person to keep watch, we never would of breached, likewise if the guy at the front had not had seen us around a corner in third person, the hostage would have lived. In fact I think OP may have been one of the hostage takers. From all the lifeinvaders I have attended, or just general hostage situations, generally speaking its 30% of the time breached by firearms. Similarly I have seen hostage situations at lifeinvader instantly breached due to the actions of hte hostage takers. Repeated threats to harm the hostage, taking hostages during negotiations and other acts can cause the police to breach. Ultimately these situations only exist for both sides to have fun, with nothing to be gained for the crims. Futhermore, the outcome is not that important, obviously some people like a chase, others like to outsmart the police, shoot/stab, create a different and fun rp situation or just like the reward of getting away. You wont always get the outcome you want, police or crim and the majority of complaints about police breaching stem from this. Don't get me wrong mistakes are sometimes made and those issues should be raised in RP. Changes have been and are being made to firearms training to integreate negotiation and operational command of these situations which will reduce the mistakes and improve consistancy. Police previously have had no training for negotiating, and people just try to use common sense. Having a hostage is not a free pass to be lazy and relaxed, you need to consider what you can do to make the use of force entirely undesireable. Strategic positioning of the hostage and hostage takers, how big of a threat you posess to the hostage and police ( 1 person with a knife within range of a hostage could easily be taken down ), entry and exits points and sealing them and watching them, and what type of police and how many are positioned at various points. Likewise, make the situation interesting for Police and give good RP, this will reduce the likelihood of you being breached. There is atleast 1 lifeinvader robbery a day, create a story of who what how why where. Turning up to a lifeinvader only for it to simply be we have a hostage, we want free passage out of here, the end. This gets exhausting very quickly and immediately highlights to you that the only reason they are there is for the pursuit. There needs to be an in RP reason for you to be there otherwise its just glorified baiting. Another consideration that is often entirely missed when this argument is made is that hostage takers simply wont value their lives in a breach, I dont have a problem with it but I have seen countless breaches where one person has a multitude of firearms officers aiming at them whilst they are threatening the hostage, with officers giving commands and warning that they will be shot if they attack the hostage. Because its a game everyones instinct is to go screw you you breached, stab the hostage and accept being shot down by police. In a real situation a criminal taking a hostage for material gain, is not going to stab a hostage knowing they will be shot if they do, that stuff is reserved for the mentally ill. Like I said I dont blame people for this reaction but to complain that the police didn't value the hostages life because you decided to strike them with no regard for your own life doesn't really make sense. Police will already be dealt with internally if they clearly make the decision to breach were the likelihood of the hostage being hurt is extremely high, in every breach I have witnessed the decision has had some degree of merit i.e hostage takers being sloppy or risk of going in outweighs risk of not etc. Ultimately its a game and not real life, punishing people for making a slight error or unpredictable things happening due it being a game resulting in an injured hostage is just crazy. Do you want officers to be sacked or punished for someone being injured after police did not abort a dangerous pursuit aswell?
