I've discussed this with a few people and we've come to the decision that we will compensate anyone that had this issue for one error. It's worth noting it was on the change log and it's displayed on your screen that you are going to be charged, the calculation may have been wrong however the known facts at the time were that the change was announced as they usually are, and it was displayed the amount it would cost.

Make sure to collect this from city hall within the next week.
