PC Under preforming?

On many games it seems i cannot get a constant 60 frames, even on medium settings? Is there a program i can use that can tell me what my PC is preforming like and i can post the results to you guys to help me out? 

Im thinking of upgrading the GPU anyway, isit worth going to a 1080? Or for the extra money is the 1080Ti worth it?

This is the link to my results? So i am under preforming? Can anyone understand why this is? 

Could it be to do with the games are on a HDD and not an SSD? 

Im basically at half preformance?

I found something wierd, im using MSI to overclock to try and help but it turns out when running the MSI Kombustor program only 323MHZ is being utilised?

But on the 3D program it says the GPU is at 99%? 

Looked in task manager and the 3d setting withing my GPU is at 99% Is this normal?

@Farmer Giles, what are your specs? Arma is not a graphical intense game so it doesn’t require the strongest GPU like a 1080(ti). The game is very much CPU based. 

 
There’s now a built in feature with windows 10 to put your machine in “game mode” on the Xbox overlay... might be worth exploring that for an extra frame or two

 
I have an I7 6700k 
It could be internet connection too, but I highly doubt it. You're CPU is capable to run Arma with ease. It could be that your storage is full as well. Do as Danish said as well because that can help. 

 
What games in particular. Also do you have any sort of malware on your PC that you're unaware of as I used to have a similar issue with someone that was using my GPU to mine crypto lmao

 
Arma only uses cpu and is really un optimised. You would need to have a much better cpu to run the game at 60fps but even so you will need to have settings put down a bit. That's what I did. 60fps maybe even 70fps. 

 
I get 45-60 fps in RPUK outside kavala with my i5 6600, but it's with all the settings at low.
Maybe update drivers ? The clock speeds that was on msi afterburner was really low especially when you're running that donut test.
