We were flying around the island with an ghosthawx when we spotted an orca who was breaching aviation laws and we atc'd him 3 times to land at npas, he then proceded to land in the greenzone at airport and store his helicopter and run away. After that i got a message from the guy we were chasing, tried getting him in to liaison but he refused.

As it has been nearly a week I have reviewed the evidence provided, it shows that the Orca in question was given 3 chances to comply with the orders of the Ghosthawk via ATC on its final warning elected to land in the greenzone at the airport. This is a violation of 6.1.6 and 2.5

(6.1.6) You must not exploit the green zone to avoid ongoing hostile roleplay. Retreating into a green zone is forbidden.

(2.6) Combat storing, such as storing a vehicle whilst you are being chased, impounding/scrapping your vehicle to gain an advantage or to otherwise prevent roleplay will result in a ban.

In this case I would usually elect to issue a warning for the offence, however given the context of the messages afterwards a ban will be issued.
