Unable to interact after having been unrestrained.

Noticed yesterday a couple of times that after being unrestrained you're unable to access any menus, attack, jump in vehicles ect.

Tried with the officer that restrained me to fix by restraining and unrestraining ect but resetting game was required to fix. 

Just experience this seemed like it was to do with the surrender script. As I was restrained with my hands up. I Pressed x twice and it fixed it
