Needs to be a place that you can get a boat out from as atm if you buy it, you can only take it from the garage in the middle of LS 

 
Boats should have been rental/temp owned - so will remove from garage on server restarts, changed in development build to reflect this rental not ownership. A boat dealer will be added in a future update.
