H.M./Casino rule

*This should propably go to rules, but I cant find any option for that* So this is more of a question I guess. When you are doing one of theese big money jobs, It is not specifically stated in the rules, however, it works so that you cant join unless you were within 1km since it has started. Or 1.5, I dont know. The thing is, can we clarify this in what circumstance you are not able to join? Because I think its kind of I guess useless, lack of a word, to have a rule like that. I dont understand why would it be bad or just not good for someone to join the bank later, if he has been on the server since it has begun. You are not able to join when its ongoing and you just join the server, that is okay, but if you are on the server and lets say you had to re-gear and it took you a while but guys have already started it, why wouldnt you be able to join? I remember, ive been told off when I joined a bank, when I was 2 km away from it when it started. It has been a rule for a long time but I have never really seen a point in it anyways. So if anybody could clarify, or vote to change it so that people can join if they were on the server when the bank has started, that would be appreciated.
