Today I had this issue for the first time. Every time when I wanted to go and refuel my car I had around 200 cash on me. When getting out of the car and walking towards the pump it was saying (Not enough money) While I had 200 cash. After depositing your money and taking money out again your able to refuel your car.

 
I noticed this earlier as well. Moving to be fixed.

Thank you for reporting it Will, I completely forgot when I was playing.
