Add rental vehicle return at impound.

Brief Summary: Add a place to return flatbeds after your done using them

Detailed Suggestion: So rn flatbed are all over impound and the area of Davis. If we had a place to return the flatbeds maybe for a small return of the rental cost it would clear up loads of vehciles and solve many issues with empty trucks at impound. 

The Pros:
Less flatbeds at impound
Less vehicles for server to handle

The Cons:
None

Can they not be impounded in the circle anymore that what i used to do, Im also sure you can store them in the parking lot in the yard aswell

No unfortunetly and rentsls cant be stored in parking lots anymore

Is was a small bug when you was not allowed to store them. Is fixed now and people can store there rental car's in any garage
