Please (in detail) describe the incident: We respond to a hostage situation. We make a stop on the road to attempt to initiate on a moving quillin. We failed to initiate on the quillin, but decide to initiate on the other quillin next to us. Dexter initiates and orders chipy to place his hands up. He keeps running around his quillin avoiding us and starts mumbeling at us like he dosent care. He then stops and says, "ok ok I will put my hands up" then start counting down
"3, 2 ...." then shoots us. This is clearly poor RP and RDM in my eyes.
I did call him into liason, but not much came out of it.

Player is al ready perm banned from last night. 

But after looking at his history and what been shown on the video it is clear that the player indeed broke a rule here again. 

Note has been added to him and this will be the 7 rule he broke within a year.
