Regarding VDM

Need some clarification

If someone is VDMing, what is the procedure (outside contacting the admins or reporting them since this isn't always an instant solution.) to dealing with them? Am I expected to carry out the 3 minute chase (which will most certainly include more crashes from the VDMers side) or do I have leniency to disable their vehicle?

Record it and report it, Other than that don't break a rule yourself (RDM) to prevent them, initiate on them if they are causing a issue to your situation.

(My opinion)

Ideally wait for a staff team response, message them in game and if not come to teamspeak join for support, please record the situation and report them, in short term do what do you do in a "normal" RP situation, initiate on the vehicle, give time to comply then shoot tyres etc. 

To make a point very clear their rule break doesn't allow you to break rules yourself.
