Taxi mission leaves client unreachable

There is a taxi mission where your client is in the middle of legion park, this spot is unreachable by car, I couldn't get close enough to pick them up.

I managed to ramp off of a bench to get in, however this isn't exactly normal.

I have also had this for someone in the middle of the prison. Will attach a screenshot later.

 
Is not a mission but it will pick a random npc on the map near you when you search for job.  Next time just stop the job and start it again and you will get new one.
