After reviewing the footage you have provided I have come to the following conclusion. It is apparent that the NHS vehicle was in-fact not being driven by a member of the NHS and thus this individual will receive sanctions for that. As for the VDM, whilst I can see you being run over (all be it in the middle of the road) and an explosion behind you without being able to see what was the exact cause of that explosion I will be unable to take any action upon the VDM report. 

The following sanctions will be placed:

Meinhardt. S Rohr - 7 day temporary ban (A1.12)
