Please (in detail) describe the incident: So starting off with this, it was another normal day for me in police force, just driving around patrolling early in the morning when I pull over a car to the right side of the road at vehicle impound, reason for pulling over would be speeding in 70 zone, the vehicle had 2 people inside of it one being a vagos gang member and one banjo williams himself (I found out the name by searching him up in the PNC, I am not 100% sure if that is his name as he could be lying but there was an ID checked and the name came out as banjo williams) moving on I search him up on PNC while my fellow officer is dealing with him and it turns out that he had an arrest warrant for his name so we tell him to step out of the vehicle to show his ID so we 100% confirm it up and the ID came out as banjo williams, so I quickly stepped out of the vehicle and told him to put his hands up while pointing a taser at him, he decided to run back to his car and drive it away, I tased him and he fell down to the ground, I then gave him the caution, told him why he was being arrested, it was loads of traffic offences and some other theft and intent to supply stuff, so I then put him back in my car and decided to impound his vehicle, I kindly told the member of vagos to step out of the vehicle so I can just impound it, after that was done I went back into my car decided to drive him to the vespucci PD instead of mission row as the vagos member saw him and it could perhaps be a friend of his and he would probably follow him to mission row PD so I decided to step up my game and take him to vespucci to be processed. As there were 2 officers on duty, One would be me and the second one would be my Clay Mclean who was next to me, so around 1:40 is where I assume he combat logged, When I was close to the PD I looked in the back of my car and there was no one inside my car anymore, Now there are 2 things that could've happened here, He either crashed or he somehow glitched out, now I am sorry if I was wrong at that part which would be him glitching out or crashing, I would add something upto this is that I tried to contact him through OOC and Police Public Discord but I don't think he was interested in speaking about this, so I moved on with a report.
Additions:
I am playing on normal quality as I used to go through the map a lot which is a bit fixed now, haven't changed since that.
The sound in the video was a bit messed so I moved it out or basically edited it out completely, If the sound is required then I will have to contact Clay for the footage and he will add it up here or DM it to the staff member if required.
