Tried twice to submit a court case using 'Frank'.  Both times lost control of my character, tried resetui and resetweaponwheel - no joy.  Had to reload after both attempts, I have heard that Danny Smurphy, my appointed solicitor, was have the same issue.

 
Don't suppose there are any messages in the F8 menu after the UI flashes up is there?

This was captured directly after the box failing to appear.

I have worked out that if I press Alt+F4 but cancel the quit it allows my character to move again.  What it doesn't do is fix the inability to submit a court case, at least there's a small workaround for anyone else getting stuck on Frank 🙂

 
Excellent news! This has now been fixed by the development team and will be released in a future server update.
