Taxi Spawning NPC

Hi,

When I go to spawn a taxi nothing appears. Just the blue parking symbol with no options to spawn any taxis below?

Can you help please :) 

 
that is not how you spawn taxis that is a car park like legion. Currently you can not spawn taxis. Either buy from someone or steal a local one im sure this will be fixed soon
