Please (in detail) describe the incident: The player that combat logged, i dont have his player id but i have his car number plate which can be seen in the video.
so my friends were robbing fishermen by the road zancudo and in the middle of the situation the player combat logged,after the player combat logged my friends lock picked the car and we were driving around the town during which the player's friends showed up which is clearly meta gaming as they were not supposed to know his location or that his car is stolen without him actually being in the game. the proof of this is that his friends asked me to give their car back which is clear enough to know that they knew that the car was stolen and it was theirs which they obviously should not know. After this his gang kidnapped me due to which I had to respawn as it was a proper role play situation but i lost everything i had due to meta gaming.

First off, continuous evidence is very much requested so please try to provide that on future reports. 
When it comes to the combat log, I have found the owner of the car but that does not mean it is the person comitting the rulebreak. Without clear evidence of who it actually is, my hands are tied. Keys could have been passed on ect., meaning it could have literally been anyone driving the car at the time. 

Metagaming is something that is very difficult to prove and the provided evidence doesn´t give me much on that. There could be metagaming involved but it also could not be. 

Something that I don´t like here tho, is the fact that you used the phrases "I´ve got everything on body cam", "He will be deported" and "Combat logging and metagaming" within roleplay. Those are clearly threats to report and thus a breach of C1.14.
I get it, situations can be frustrating. But it doesn´t justify breaking rules yourself! Please refrain from using phrases like the above in future or you will find yourself in trouble.
