Please (in detail) describe the incident: I was arrested at Pillbox hospital for aiding PJ Adams and hurting other officers in the
process, Constable E.Toll was the arresting officer. As you can see in this clip Constable E.Toll was
exploiting the fact that he was dragging someone and using them as a "meat shield" as extra means to not
get shot. I don't think this was the intentions of the "escort" mechanic by staff and the way Constable
E.Toll dealt with the situation was awful in my opinion.

To add to this I spoke to this person in RP and they said if gunshots were fired then he would have let me go.
I don't believe this as you are telling people to leave the area whilst moving towards them at the same time. Makes no sense to me.
I believe the intentions behind them "escorting" me in-game were to be used as a shield for bullets.

I am said officer in question. I happen to not only be part of the staff team, but the development one too.

The issue you seem to have is mixing up an in character roleplay issue with an OOC issue. Can assure you, there is nothing wrong with me escorting you and using you as a meat shield. Highly unethical and problematic as a "police officer" but not exploiting. In game I was attempting to assure you that if shots were fired that I would drop you as I would potentially be held accountable in court if you got injured, not because it was a server rule break and If shots had of been fired, would have just been tuff luck for your character if they got shot. 

With regards to accountability with my way of dealing with the situation to be "awful" is also an in game issue. Similarly attacking police officers when attempting to make an arrest is "awful" yet still an in-game issue.

Hello all, sorry that it took so long to get to this report, it's been quite busy! But we shall go ahead and deal with it now.

Unfortunately, while incredibly shoddy police work, I don't see how this breaks any rules. Yes, it's quite shocking to see a police officer behave in such a way, but perhaps the best way to deal with this is via police command and not staff. 

With that in mind, I will go ahead and deny this report, but I do genuinely suggest taking the footage to police command to get their opinion on it!
