The £25,000 is not lost due to a bug, but rather as a result of your actions, as you paid the fine and told the officer to fine you again (believing you hadn't paid it).
To reclaim your money, you'd need to find a way via RP means (Police, Solicitor, Court etc) - This is not a staff matter.
