Please (in detail) describe the incident: Had him at taser point. whilest being placed into cuffs he uses his radio, immediately after. his friend comes running and steals his car while i arrest Liam. he is adamant what he did is perfectly fine.

Hi, yeah I'm fully aware what I did was wrong and I apologise it'll not happen again. I'm more then happy too talk about it on discord: Liam T/Posh#3723

As with your own confession, yes. This is clearly an exploit as your arms would have not been able to press that radio. It seems to me you just wanted to get help by saying the cop was on his own. This obviously was using the exploit to your own advantage which we do not tolerate.
