Please (in detail) describe the incident: I was driving down past Pillbox when a tow truck swerved across the road and crashed into my vehicle disabling it, this is when the tow truck turned around and drove back towards me, hitting me and killing me, for what I can see to be no reason, as he hit my vehicle in the first place. I asked him to speak about why he hit me in OOC but he did not reply.

Upon looking over the video a few times for the session id it does appear at 9:10 in your video before the session heads go away however the ID shown is indeed 306. In the video this is clear that it was RVDM and no prior interaction happened with the mechanic. If he just hit the vehicle and was coming back to say sorry that would be another matter however he does intentionally come to run you over and down yourself. 

Based on the FBS ID 306 will receive a 2 day ban for G1.1
