Graphics issues

Hi I’m having issues where I’m seeing floating cars etc it all just seems laggy I’ve turned my textures down to just high I would like to add I have a 5900x a 3090 and 64gb of ram so surly I shouldn’t need to turn anything down ?

 
Have you ensured that your texture budget is raised in your settings?

 
And is your graphics settings set to normal or high?  (setting it to normal is recommended)
