Please (in detail) describe the incident: I got into a chase with someone who crashed their car and was arrested, as I was writing the report they combat logged, I got their name and ID from their Id card that they were carrying.

From looking a bit more into this it's clear the player did log off the server themselves and made no attempt to contact either yourself nor a member of the staff team. Based on this the player in question will indeed be receiving a permanent ban for combat logging from this situation.
