Apparently not.

On a related note the People's Republic of North Altis (PRNA) were named after the People's Republic of China(PRC) as North Korea's official name is "Democratic People's Republic of Korea" (DPRK).

As the Altis government refuses to acknowledge the almighty China and their attempts to secure trade negotiations, all weapons and vehicles promised to the PRNA have been put on hold.

They will instead be delivered to the homeless population of Kavala. We will deliver 20 fully automatic weapons and the relevant ammunition today, in the hopes that the Altis government or the PRNA will hold talks with us.

They will be delivered tonight at 8:05 P.M in an undisclosed location. A messenger will give the homeless the location of the rifles, then the ammunition. I will require details of a meet in a location of my choosing prior to 8 o'clock if this is to be stopped.

(I can't see anything in the rules about this but if it's likely to get me banned a heads-up would be great, I will of course call it off.)

Sir you are disillusioned that the PRNA are not an independent nation which we are have have been officially recognized as such for two weeks now. On a separate note LET THE HELLHOLE THAT IS KAVALA BURN!

 
I have asked for talks with both nations.

However the Altians have not just ignored China, they have spat in our faces! The arming of the crazed hobos that plague Kavala will send a message we are not to be ignored. 

My trade delegation and I are willing to travel to you once your location has been disclosed or an appropriate escort has been arranged at a time and date to be agreed between myself and the PRNA at your convenience.
