Please (in detail) describe the incident

Responded to a police situation, where most of my colleagues on scene were shot and killed. After using non-lethals and restraints to detain the guy I was then greeted with a bullet in the face despite his hands being behind his back. @MadMatt150 attempted to solve it with him out of game however, MADTHEJLS didn't show up despite saying he would.

Also, from previous experiences with Restraint Glitchers they aren't usually released permenantly, they usually just drop, shoot and then are back up and in restraints again.

The reason he was no longer in handcuffs when he stood up is that players usually get unrestrained once the person that handcuffed them dies. It happens quite often!
