Im pretty sure you can do as many as you want, of course taking into account that you can't do any rebel activities.

You can be on as much or little as civilian as you want, bearing in mind that you can't do illegal activities, I would say you make more money from Police though. It is important that you get a good balance (being active in the police and having some spare time as civ.)
