Make sure you are choosing a purple 'CIV' slot. Police and NHS slots are whitelisted and you apply for them here:

I do not know how to switch to the purple team? When i click the purple team, i am still on green.
Sorry for giving you all the trouble. I am new at Arma 3, so i don't know a lot of stuff.

No worries mate, at the selection screen just click on the purple square on the left that says CIV and you should see like 100 slots, scroll down the lsit, pick a slot and away you go. Make sure you have thoroughly read the rules first https://www.roleplay.co.uk/rules
