The type of friendly, sociable citizens of Altis you meet daily as an officer.
On the way to a call, we ran into this friendly random fellow that was all alone on the side of the road in the middle of the night, shouting choice words at us .
(I think what made it funny in the moment was the lull in chatter from us, and just the random man yelling out of no where).
