Why has the mission file been reduced removing a lot of items/skins ect?

So I have taken a break for a while and have recently noticed some changes within the police. Can someone just explain theses changes briefly.

I understand the development team are working on a new drug dealer. Does anyone know where abouts they are planning to implement it?

We resolved the situation and I received comp. (-: But cheers everyone. 

The other man was hiding in a bush the entire time and when i killed one man he jumped out and shot and then executed me. I lost my MXC and alot of items.

It was at a fuel station and when i killed the man i initiated on I was shot dead by his friend hiding in the bush. He then executed me saying "never kill my friend again".
