I think this is a really bad idea. In real life they take you to the closest hospital that accepts trauma in which Pilbox obviously would as it has an A&E department.  If I die in the City and I spawn in Sandy shores you best believe im quitting the server, the hell am I running all the way...

Brief Summary: currently you are not able to search a player whilst robbing them etc. I think if you have them at gun/knife point you should be able to search/frisk them, obviously they can accept or reject. People constantly lie and say they don't even have a phone and the second you walk away...
