I think you can initiate with tracers when there is an active situation going on and only to vechiles not actual players. I think that they are just used as a last resort if someone is interfering with a situation to warn them if they come back or come closer they will be engaged.

To initiate tracers you need to use 3 tracer rounds past the front and back of the aircraft and enough time should be given before action is actually taken.

Possibly that it can be used to break other community rules within whatever you’re advertising and it would not be monitored by staff making situations in the community harder to deal with.
