Yes you can the vps will be yours and you will be able to install anything on it. Also, Windows servers are more expensive than Linux servers, but looking back to what you said in your earlier post you might not need a windows server so a Linux would be better

Took a quick look at weebly seems like more of a website creating tool. It wouldn't be very helpful if you want to customize your site and all the software/scripts on it.

Also if you want just practice, something for testing or just plainly getting used to all these things you can get a server from this site its very cheap and I sometimes use it for dummy servers  virmach.com
