Anything that breaks the rules is fair to report. Although asking them on TS or in side channel for clarification after can help solve misunderstandings and mistakes. You can always quickly ask for their side of the story. Sometimes when you initiate the other side simply doesn't hear it...

Keep in mind that you can always knock people out (Shift + G). When they've been knocked down you can rob them of any money they have on them by scrolling on them. You don't neccessarily have to shoot them.
