Considering the fact that if you shoot out of your car at police its 15 pts that would take 7.5 weeks to pay off so if they did rotate cars they would be an extraordinary backlog. And the 2 pt limit I meant was total not just per car so even if they did rotate once you get 15 pts if you do that...

I personally think a weekly limit would be sufficient but if that proves to be too lenient, I believe the 5pt total limit could be a good backup.
