change the animation for cutting speed cameras!

Currently when cutting the speed cameras it puts you into the mechanic4 animation however if you answer a call or respond on radio this emote cancels so while you're cutting the wire you're stood still doing nothing and police cant tell if you're actually cutting it or not so there is no evidence for them to use.

I suggest changing this to mechanic3 which doesn't cancel out when using phone or radio and puts you straight back into cutting
