I don't know how the police works in terms of departments - but I've had a lot of run in's with the "Rural Police something or other" lately who tend to respond to Sandy/Grapeseed/Paleto pretty swiftly, which has been great to see.
Is it a case of you have to get permission as a police officer to police outside of the city area - or is it a case of some people just don't want to? As if it is the latter, I would say thats a RP issue and should be taken up in character with the police themselves.
When there is not realistically enough police of G6 around to man the demand of shop robberies, I believe a fix should either be free, or people are simply not able to rob the tills - I also agree with overall reducing the cost of the fix when they are about, £1000 seems reasonable.
To add to @Samuel Shire's suggestion with radius's and what not - why not just have the front doors of the store go into a 'lockdown' for a set amount of time? Forcing people to be inside the shop, giving them no option than to commit. Lockdown should end after say 300 seconds* and if the police have turned up - you face the music, if they haven't you're quids in.
* Could this be an upgrade shop owners could buy? Making their lockdown bigger by purchasing a better security system?
