House sharing make both partys be able to pay house tax

most people in the city share houses with someone but only the person who owns the house can pay the house tax i think both partys should be able to pay the tax as they are sharing the same house 

This does in reality make sense, if you have keys chances are you're on the council tax list as well, same for partners that live together and share accommodation it also means that if the "owner" is away for a month or two for example on Deployment, the other tenants are able to pay that council tax as well.

• This is something that could potentially be abused, unfortunately.
