The CoC had a cooldown policy in place to counter this

I think as much as your views are valid I think that main reason it is how it is set up now is because not everyone in the city needs to be a criminal. It is RP not Crim RP so I think if you are wanting to do down Legit lawful RP you stay lawful.

You wouldn't see Bin Laden or Chris Benoit owning a corner shop would ya. 

I stay lawful. Will I miss out on all the new crim stuff. Yes but that's my choice it makes it more engaging that you have to work for your RP end goals and not float about and get all the eggs in your basket. 

I would say maybe having multiple chars? Spread your RP wings

i wouldnt really compare ppl like Michael mason, bmav (ppl that own shops etc) to bin laden tbh.

Only reason I used him is because one of the reasons that can affect you owning a shop is
