Adding an earplugs feature

Detailed Suggestion:

Adding an earplugs feature onto the server which would turn down the noise of the weather and vehicles but would keep voices at a normal volume. Sometimes there are storms which make it impossible to hear things as well as some incredibly loud vehicles. Think this could be a good addition 

The Pros:

Less ear damage

The Cons:

Unsure if it would be possible through GTA Code, I know it was a thing on ArmA 3 servers though.

Does this suggestion change balance on the server ?

People can hear themselves think which might help people become less stupid

I love the weather, the storms and thunder etc just sometimes find it a tad hard to hear people so a huge +1 

(saves me saying HUH? WHA? every few minutes)

aw I was thinking the same.

This is already a feature that automatically works whenever someone speaks, I think you can adjust in voice chat settings
