Allow Hoodies to be Worn With Hood Up

As title, please add ability to wear hoods up over the head.

This is functional in core gta v but I have seen improved versions on other modded servers. This addition would bring more customisation options, and wearing a hood up can completely change the vibe of an outfit.

Ideally, this would be compatible with wearing hats/masks/sunglasses too, for that classic BAD MAN look.

• Lack of community support.
• Some hoodies to have a hood up/down variation
