its a big job do update the DLC on the server, it does happen but it usually comes with alot of stability issues.

OH RIGHT ITS BEEN A WHILE SINCE I DID ANY CAR DEV STUFF
The server artifact is the core FiveM server build. Updating it can bring in new GTA base game content, like recently added vehicles or maps, since it keeps the server compatible with the latest GTA updates. However, when you update your artifact, the server also needs to be able to handle that newer build. I know a lot of Servers are stable with 3095, but there's a new build recently. It all depends how well the server is stable with updating which will bring new things.
Edit: Just realised you were talking about DLC's lol, same thing though really. Adding new resources, if not optimised or too big will make the server laggy so they could be added but would have to be optimised, which isn't a huge job but has to have that bit of effort.
