Since Street Cred was introduced I've sort of enjoyed having a slow-burn skill to train.

This suggestion is that most skills would be reworked to go 0-10 (0-100%) and then would continue indefinitely, displayed as a percentage of level 10. It could also work added on to current skills unchanged and have the percentage be out of whatever the max skill is.

The extra levels after 10 / max could be either purely cosmetic, or they could continue to give benefits past max in terms of bonuses or speed improvements.

There are a couple of approaches that could be used to stop continued bonuses getting out of hand:
- Increasing xp between levels > 10. The gaps between levels would get bigger and bigger drastically slowing progress as you gain higher levels
- Logarithmic / decreasing benefits. The bonuses from each level would reduce more and more between extra levels, perhaps plateauing at 50% above the bonuses from having 'max' skill at around 1,000% or something.

Pros:
-A measure of how much your character is doing an action
-Something to 'grind' out for fun and maybe as a mild benefit / investment for you char

Cons:
-Dev work
-Not really needed or a new feature, just a neat little enhancement I suppose.
