Altis #1 is full at mainstream times and at other times has good 40 players. Tanoa is usually around 30-50 players at mainstream time and ~20 players at other times. You are right that the amount of players changes but right now we are talking about rough ~60 player loss if you compare to 2months back. People come and go, there are events withing groups what we might not know about. There is always bound to be some drama and thus can affect to player base relatively fast. Also different trends affect to playerbase of communities, streamers etc. Roleplay.co.uk as a community is not advertised at all and that can affect negatively to player count also. Also the fact that Tanoa just came out is probably taking people to discover different gamemodes and different communities.

From bis statistics what i saw relatively good number of people purchased APEX. Thing is that community who is playing more "modded" content did not like the apex alot as id did provide little to no upgrade for them. However younger population eager to play more shootishooti games took the new guns and vehicles eagerly. This might also be the case why tanoa at the current state is not pulling population, as more "mainstream" players think it is too hard to get guns and they refer the life server as altis where you could just go to shop and buy one. Making someone to work for the gun is something what they cant understand. Of course we need to take into account the playerbase what is well established in their live ie, has steady stream of income. These people dont really care about the 30bound what the expansion cost.

Now this is the interesting part. In altis community player base is split for around rate of 70% student aged 30% older people.  In Tanoa however the numbers are alot closer to 50%-50%. At the current state it is easy to presume that the harder environment is driving younger "mainstream" population (who own apex) away from the RPUK tanoa and to different tanoa server, where as the harder environment is attracting more older and "mature" population.

TLDR; 

From the mainstreamhours player base of around 250-280 around 80 players of these players have bought Tanoa. Good half of em did not like the server provided by RPUK or did found some other place to play. Other half is playing tanoa relatively actively. Some players are affected by natural trends and leave to play other games (there is some new releases as ie OW, New wow is hitting beta and BF1 is coming). Then there is the fact that we cant know for sure what people are doing. We can just guess. + we dont know the amount of players entering the community as this kind of information is not released to public for obvious reasons.
