So you sat in the channel from 02:00 and 04:00 and did not get picked up for a ride along? 

I dont know the exact times because i am from the US so the time zones are different but i believe so, i sat there for atleast 2 hours though.... people didnt want to take me out on patrol because they had to fill out a tiny feedback form

Yeah you have to remember  that at these times in the morning its very quiet and people are normally having a quiet time on the server with their friends. In the nicest way possible at this time in the morning it will be hit and miss as to whether you get someone to pull you into a patrol. I don't believe it is just because of the feedback form.
