Fines are good to learn, but we usually tell people to fine whatever they feel is fair to a certain degree. Don't go fining people 100,000 for crossing the road or something daft, but if they RP well then it's fair to lower their fines. One thing to study up on are laws, and legislations, they are really important and will help you pass your test when it comes to it.
