i imagine its because i was too lazy to go from the donator shop to the garage back in the day and just bought a new car each time if i spawned there 

if these are left out the Marmite Miners will perform a free maintenance service on them

@DentibusOn that note, if I steal a car and spray it, does it return to the persons garage that colour at restart?
