You don't watch it. You send your application (with lots of detail on) and then a member from the Police Application Team will look at it and send you a private message, which will come up here.

                                          
Then it will follow a template either with an accepted application or a denied one. The accepted one will tell you what the next steps are in order to attempt to become Police and the denied one will follow a cooldown of when you can re-apply.

If you want to be Police on this server, and on another server you can't be past a certain rank.. Either stay on this one or go on the other one. I wouldn't reccommend copying this one you have done since each server does an application template differently. 

You can see your application / access to the Police part of the forums when you get to the rank of PC (Police Constable).
