After the server restart your HEMTT can be found in your Garage once more. No matter what happens to your vehicles they will always return back in the garage later on. The only times your vehicles are permanently removed or destroyed is when the police Crush them, not Impound them, ect.

What's the highest bounty you have been taken for? Less than 25.000 :) I have done some illegal activities as rebel, a few rare moments, but never been caught in restraints except for once and it was a tiny sum. The feedback I got is that I keep getting away with nice role play and cautions...
