Only "gang" buildings have multi-ownership, they cost £10m each and upgrades cost about £80m in total. You can buy the cargo towers, barracks and factory buildings. - Not possible for normal buildings that aren't gang-owned to have multi-ownership.

Not found in sea, the smugglers outpost is :) The collection point is the blood diamond dump or something like that, it's found on the east side of the map just north of Pyrgos.  The processor is about a 1km to the east of this and you sell at smugglers outpost which is out in the sea.
