Good job @PC Max ORyan Hostages were to die or we to try to retrieve them by taking down two armed rebels with lethal or non-lethal force which lethals were authorised. Lethals were authorised for the people with guns that are possibly not rubbers (More than Half of the Operation)

I really don't see how this is an issue. In real life the UK Police have a Police air service which is able to attend high value situations to keep overwatch on what is going and in this case to add more fun for the role as NPAS they have a big VTOL to play around with and use to their disposal...
